College Library
The Library shall be under the control of the Principal who may
set up a sub- committee with a Convener for its day to day management.
1. The Library will be open on all working days.
2. Silence and order must be maintained in the library at all
times. Any infringement of this rule will be punished by a fine.
3. Any person who loses, defaces or otherwise seriously damages
books etc. shall be liable to pay the cost of the replacement and
in the event of the book being one of the set or series, the cost
of whole set or series, shall be paid by the person.
4. The following shall be entitled to use the library.
a). The staff of the college and allied hospitals.
b). Students of the college.
c). Other medical men and women as approved by the library committee
provided:
i). They become subscribers to the student's welfare fund by paying
an annual subscription of Rs.500/-
ii). They deposit Rs.500 as security for the return of books.
iii). They agree to replace or make good any book lost or damaged
to the satisfaction of the library by a security of Rs.500 as deposit
only.
iv). A retried teacher of the medical college may become a member
of the library by deposition of Rs.500 as security.
v). Members of the staff may become members of the library on deposition
of Rs.500 as security.
5. Books that are required for occasional reference, such as encyclopaedias,
dictionaries, etc. and books of great value or rarity shall not
be removed from the library.
6. Books borrowed from the library are not transferable.
7. Books are issued strictly according to the priority of demand.
8. A suggestion book is kept in the library in which suggestions
for new books are invited.
RULES FOR STUDENTS
1. Only one book will be issued for taking out from the library
at a time.
2. No book shall be kept by any students for more than 14 days.
This privilege does not include the vacations. For each succeeding
day that a book be kept there shall be a fine of one rupee but the
total fine shall not exceed price of the book. Further issue of
books shall be stopped till the fine is paid and the book returned
to the library.
3. If the reason of non-return of book in time is beyond the control
of the student and the Principal is satisfied, the Principal may
reduce the fine.
4. Textbooks prescribed by the University shall not be issued to
the students.
5. Every borrower will be supplied with a borrower’s student
card, which shall be stamped by the librarian every time a book
is issued/returned. If a card is lost, a new card is to be purchased
from the librarian for five rupees.
6. The book card placed in the pocket at the end of the book must
be delivered to the librarian before the book is taken away and
the borrower must have it stamped.
7. The borrower card is not transferable.
8. During stock taking, which will be notified, all books taken
must be returned.
9. Periodicals and newspapers received from the students section
are placed on the table for the use of the students and must not
be taken away under any circumstances.
RULES FOR OTHERS
1. A time limit of 14 days for keeping books is allowed for all
members other than professors and lecturers, who are engaged in
teaching. Non-observance of this is liable to deprive them of the
privilege of use of the library. Not more than two books will be
issued for taking out at a time. Fresh books will be issued only
after the return of previously issued books.
2. Books required by the professor if taken out by any other member
must be returned on receipt of a notice from the librarian.
3. Borrowers of class (a) under this section may leave the card
with the librarian, provided they are responsible for all books
stamped on the cards.
4. Borrowers other than professors and lecturers may renew books
issued to them by sending a formal request to the librarian. The
books so renewed will be liable to be recalled if required.
5. The Librarian shall inform the professors and the lecturers
of the receipt of all new books which shall be kept in a separate
almirah for a fortnight before being issued.
6. Current number of journals shall be kept in the staff reading
room and left there till the next issue is received when the last
issue becomes available for issuing. For issuing a journal preference
will be given primarily to the department to which journal is of
interest.
7. Professors are allowed to keep a departmental library, of reference
books pertaining to their subjects. But these departmental libraries
are open to the members of the staff, and a book wanted by a reader
shall be supplied to him by the librarian from the departmental
libraries. Such reader will be directed to the departmental library
of which the professor is solely responsible.
8. Professors can be issued upto 12 books at a time and the period
of issue will be one month, on the expiry of which the books should
be returned or got reissued.
9. Associate professors and assistant professors can get five and
three books at a time respectively and can keep them for a fortnight.
10. Demonstrators and registrars can be issued 2 books at a time
for a period of 15 days.
OFFENCES AND PUNISHMENTS
1. For all such offences that occur in the college or hospital
premises or in the college hostels, the Principal, may at his discretion
refer the case to the college disciplinary committee, which shall
be appointed by academic council from time to time. This disciplinary
committee, shall have the power to interview any student or students
or any member of the staff or any member of public and is empowered
to send its recommendations to the Principal, who may or may not
seek the ratification of these recommendations by the academic council.
2. College disciplinary committee will consist of 2-4 professor/senior
associate professors of the college.
3. After considering the recommendations of the college disciplinary
committee, disciplinary action by the Principal, of the college
against the students committing an offence might take one or more
of the following forms depending upon severity of the offences:
(i). The students may be asked to tender an apology, verbal or
written. This shall be placed on the student's record.
(ii). A student may be placed on probation for a period upto one
year. If during the period of probation he fails to improve his
conduct, he may be expelled from College.
(iii). A student may be fined up to Rs. 1000.
(iv). Scholarship may be suspended, or stopped.
(v). A student may be suspended from the college rolls for a period
not exceeding two weeks at a time excluding the suspension if any
not exceeding 10 days ordered by the Principal of the college, pending
enquiry into the misconduct of the student.
(vi). The students may be expelled from the college for a maximum
period of upto five years.
(vii). The student may be forcibly migrated to another medical
college in Punjab.
4. Regulations relating to expulsion:-
(i) Expulsion whenever imposed on a college student shall mean
the loss of five calendar years and will mean his/her being debarred
from the university examination during the period of his/her expulsion.
(ii) A student expelled from a college shall not be readmitted
before the expiry of the period of his expulsion.
(iii) Cases of expulsion shall be reported to the university by
the Principal concerned for registration and notification.
5. A student shall continue to be under the disciplinary jurisdiction
of the Principal of the college till the declaration of the result
of final professional MBBS examination.
The students of the college shall not keep in their possession
fire arms and other weapons of offence in the premises of the college,
college hostels and attached hospitals. Disciplinary action shall
be taken against the students found guilty of contravention of this
rule.
The Principal is competent to remit fines and punishment imposed
as fine.
The decision of the Principal in all cases shall be considered
as final.
